How It Works

What is the Care Index?

The KC (Kismet Care) Index measures NDIS market effectiveness through three equally-weighted components. Higher scores indicate better-functioning NDIS markets in a region.

How is it calculated?

Plan Utilisation

The proportion of allocated funding participants actually use. This metric indicates how successfully participants can access their approved supports. Higher utilisation suggests participants face fewer barriers to service access and have appropriate support options available in their region.

Service Gap Time

Median waiting periods between identical support services. This measures how long participants typically wait between receiving the same type of support. Shorter gaps suggest better service availability and consistency, while longer gaps may indicate provider shortages or accessibility challenges.

Participant Supplier Concentration

The average proportion of services a participant receives from their most-used provider for each service type. This reveals whether participants rely heavily on single providers or access multiple options. When benchmarked against national averages, unusual patterns can identify areas with limited provider choice or retention issues.

How is it useful?

The Care Index helps policymakers, service providers, and participants understand how effectively the NDIS is operating in different regions. It identifies areas where market interventions may be needed to improve participant outcomes and highlights regions with best practices that could be applied elsewhere. By tracking these metrics over time, stakeholders can monitor improvements and address emerging issues in NDIS service delivery.
